But certain Muslim states, according to the standards set on their own convenience, begin a month without physically watching the moon, which is never acceptable in the Shariat.
Beginning an Arabic month as per self-made convenience by certain Muslim states and not physically seeing the moon is a matter of lack of Shariah knowledge of the rulers of those states and a shrewd conspiracy of the jews and mushriqs.
The very centre of Islam, a country no less than Saudi Arabia itself is doing that blunder of starting an Arabic month without watching the moon physically but on self-developed systems. Incidentally, the month of Safar (1431 Hizri) had begun in Saudi Arabia on a correct date (and time). But for that matter, no moon-sighting arrangements were officially made for the purpose. A wrong beginning of the month of Muharramul Haraam lies behind the reasons of rightly beginning the month of Safar. Although the sacred month of Muharram ended in Saudi Arabia in 29 days but they counted it for 30 days. Because though there was no moon for the sacred month of Muharramul Haraam seen on the last 17 December 2009, Thursday, in Saudi Arabia , yet they started counting the next month from the following day, i.e., the 18th of December 2009, Friday. In fact, as per precise counting, the day the moon for the month of Safar was seen in Saudi Arabia , it was the 29th day of Muharram, not the 30th! ”
In this race of beginning the Arabic months on self-developed systems, states like Nigeria and UAE have surpassed even Saudi Arabia . 15 January 2010, Friday was a zero-moon day. No where on earth, there has been a report of watching the moon that day. Whereas Nigeria and United Arab Emirates began the month of Safar from 16th January 2010 onward; that means they counted zero-moon for the month. Besides, Indonesia started the month of Safar from 17 January 2010, Sunday, though there was no trace of moon on the previous day of 16 January 2010, Thursday. Indonesia , Malaysia , and Brunei etc. use a certain yardstick called ‘Mabim’s Criteria’ in determining lunar calendar.
Whatever methods being used by whichever countries in the world in beginning an Arabic calendar, shall not be appropriate unless those are supported by Shariah. And Shariah dictates to look for the crescent (for the next month) on the 29th day of the current month, which is Fard-i-Kifayah. If moon is visible, a fresh next month begins or else, 30 days are counted to complete that month.
Since various Muslim festivals, rituals and sacred a’amals’ (practices) are closely related with the Arabic calendar, therefore every Muslim ruler in the world should make arrangements for their people to acquire the required Ilm (knowledge) on lunar aspects in order to ensure that an Arabic month begins according to the systems dictated by Shariah. If owing to self-developed systems, an Arabic month is wrongly started and Muslim a’amals are ruined thereby, then those rulers shall remain responsible for tough answerability.
